A Statement of the Village of Rhinebeck’s Infrastructure Being the Primary Beneficiary of the Town’s Proposed 3% Occupancy Tax 

As we look toward the future of our town, we must ensure that our fiscal policies are both fair and functional. The proposed 3% occupancy tax presents a significant opportunity for Rhinebeck, but only if it is managed with transparency and a clear commitment to those who bear the weight of our tourism economy.

As we look toward the future of our town, we must ensure that our fiscal policies are both fair and functional. The proposed 3% occupancy tax presents a significant opportunity for Rhinebeck, but only if it is managed with transparency and a clear commitment to those who bear the weight of our tourism economy.

I support the implementation of an occupancy tax, provided the revenue is fairly dedicated to the Village’s infrastructure. It is no secret that the Village is the primary draw for visitors; consequently, it carries the heaviest burden in terms of road wear, pedestrian safety, and the maintenance of our historic downtown.

My Vision for Responsible Revenue Management

In my February 2026 letter to the Town Board, I outlined a path forward centered on collaboration and standard practices. My position remains firm:

  • Infrastructure First: Revenue should align with national standards, where the vast majority of such funds are directed toward sidewalks to assets and services shared by Town and Village residents, parking solutions, pedestrian safety, and school routes.

  • A Binding Commitment: If the New York State Legislature grants the Town the authority to impose this tax, I will support the Village in demanding a binding intermunicipal agreement. This agreement must ensure that a significant portion of the revenue is allocated directly to the Village to offset the costs of tourism-related services.

Rhinebeck’s 2026 budget already relies on sales tax for at least 16% of its estimated annual revenue. By properly and fairly allocating an occupancy tax, we can protect our residents' quality of life while ensuring our infrastructure is prepared for the next generation. It is time to shift toward a spirit of partnership that recognizes the Village as the heart of our Town's economic vitality.
